Religious tattoos are common among people living in favelas in Rio de Janeiro. This young man had his shoulder tattooed when he was 16.

 

The favelas (slum quarters) of Rio de Janeiro, Brazil—many just a street away from rich neighborhoods—have for decades been no-go areas ruled by drug lords and vigilante militia.

With the football World Cup coming to Rio in 2014, and the Olympics in 2016, authorities have made a concerted effort to clean up the favelas. The Unidade de Polícia Pacificadora (‘Pacifying Police Unit’, or UPP) was set up in 2009 to see this through.

The approach is twofold. The first stage, UPP Policing, sees elite forces storming a favela and establishing a permanent police presence there. Then UPP Social is supposed to follow up with an improvement of services and infrastructure, such as in education and electricity supply.

The initiative has met with partial success. Police units have been established—often for the very first time—in a number of communities, with positive results. But critics say that the UPP has concentrated on favelas closest to rich areas, that the social follow-up has not been effective, and that a true tackling of the problems in favelas needs a broader approach to the reduction of poverty.

Les favelas de Rio de Janeiro, au Brésil – jouxtant souvent les quartiers riches – furent pendant des décennies des zones de non-droit dominées par des narcotrafiquants et des groupes d’autodéfense. À la veille de la Coupe du Monde de football en 2014 et des Jeux olympiques en 2016 à Rio, les autorités ont fait un effort concerté pour nettoyer les favelas en créant dans ce but en 2009 l’Unidade de Polícia Pacificadora, Unité de Police Pacificatrice ou UPP.

Son approche est double : d’abord le service d’élite de la police de l’UPP prend d’assaut une favela et y établit une présence policière permanente, puis le service social de l’UPP est censé améliorer les services et les infrastructures tels que l’éducation et l’alimentation en électricité.

Cette initiative connaît un succès mitigé. Des unités de police ont été installées – souvent pour la première fois – dans certaines communautés. Mais les critiques disent que l’UPP s’est concentrée sur les favelas les plus proches des quartiers riches et que le suivi social n’a pas été efficace.
