The Baltimore Sun

01 January, 1995

A heroin addict eyes the needle he renounced for 60 days. He later relapsed. America's inner cities continue to struggle with crime, drugs and violence. In Baltimore, one of every three children lives in poverty. More than half of all African American children are raised by a single mother. Drug addiction and alcoholism are common in the community. Some youth turn to street gangs as a surrogate family, others withdraw into a world of their own.
