The aftermath of a massacre of Hutus by Tutsi soldiers in the Rwandan army at a refugee camp. Plans to close the camp went badly wrong, and in the confusion the soldiers opened fire. The number of casualties, put at 2,000 by the media, was contested by the government who insisted no more than 300 were killed.
