Minutes before the deadline for budget, Hwang Nakjoo, Vice Chairman of the National Assembly and a member of the ruling Democratic Liberal Party, railroaded the bill through parliament despite these attempts by the opposition to make it impossible for him to speak. After the angry inter-party confrontation the opposition declared the bill null and void.
