Dubbed 'man of the decade' by Time magazine, Soviet leader Mikhail Gorbachev is surrounded by some of the 2,250 members of the new Congress of People's Deputies. Although the Communist Party continued to dominate Soviet politics, important changes were afoot, such as Gorbachev's call for elections of this new Congress.
