Public drunkenness is penalized according to strict rules, with heavy fines for repeat offenders. The fourth offence is punished with two years in re-education camp. As 'glasnost' (the policy of openness) gains ground, reportages such as this one on juvenile delinquency give more insight into the Soviet penal system.
